Iran is ready to restart atomic negotiations with Washington on condition that it is handled with "dignity" and "respect", Tehran's foreign minister has announced.

Abbas Araghchi stated solely negotiations worked, and disclosed fresh requests had originated from go-betweens to resume discussions with the American leadership. He said Iran had zero unreported enrichment locations, and Tehran was not yet able to allow the global atomic watchdog to access bombed nuclear sites for protective measures.

Walking a Complex Route

Araghchi is walking a challenging route since Iran wishes not to be seen to be operating from a position of vulnerability, and he emphatically stated that Iran had come out more resilient defensively and mentally from the joint assault on its nuclear sites in June.

He was speaking at a defense forum in Tehran where he reaffirmed that Iran had "a fundamental entitlement to process nuclear material domestically that it will always maintain" – the key factor of the stalemate in the previous talks.

Earlier Discussions Suddenly Terminated

The prior phases of talks between the United States and Iran were brought to an abrupt and bitter end on 12 June when Israel, with American backing, attacked Iranian nuclear sites in a 12-day war that ended with the American leader declaring the sites had been obliterated. Afterward, Western states employed their authority to reinstate international penalties, but Iran asserts they have not had a significant effect.

Perfect Agreement Suggested

Tehran representatives said they felt they had reached a "magic solution" to the nuclear fuel concern in previous talks, when it was settled an domestic cooperative with Washington's engagement could process nuclear material. Each party would have been able to claim victory since home-based processing would have remained and the US could be assured that Iran's atomic project was exclusively peaceful.

It had not been agreed in the talks that American atomic experts could operate inside Iran, but that was a logical implication of the consortium proposal. Representatives stated three times they had secured an understanding with Trump's special envoy the US official only for the arrangement to disintegrate due to "detractors in America".

Current Position

Tehran representatives declared the cooperative arrangement was now off the table, but it seems quite possible the offer could be revived in some form if discussions resume.

The American leader last week claimed he had been getting signals that Iran wanted to resume discussions, but confidentially Tehran representatives state they are not yet getting consistent overtures from America either directly or from significant local go-betweens, such as the Qatari government, the Egyptian leadership, Oman and the Saudi kingdom. The Iranian foreign ministry has been charged of passivity in the wake of Washington's unmediated tactics, but Tehran says negotiations is not part of a performance.

Negotiating Stance

In his address to the gathering, aimed to paint the US as a hegemonic power that exploits the notion of international law, the foreign minister declared the fortnight-long engagement demonstrated the conflict could not be settled by combat operations. He asserted the attacks began with a US demand for an unconditional Iranian surrender and concluded with an unconditional call for a ceasefire.

Iran is assured the initial Israeli attacks were executed with full US knowledge and coordination, making faith difficult to reestablish.

Dialogue Remains the Primary Solution

Araghchi stated: "Tehran was not the one that had abandoned dialogue; it was America and the western countries that had consistently tried to enforce their desires during the talks. Negotiations can still be alive and stays the primary solution to resolve disputes, but its criteria, regulations and tenets must be followed."

Recovery and Reconstruction

In what is described by Iranian officials as the conflict of restoration and rebuilding, Araghchi claimed he was assured Iran's defence capabilities "are much stronger than preceding 13 or 14 June of this year. Our entire military infrastructure have been rebuilt. We learned numerous insights from this engagement; we have identified our personal limitations and the vulnerabilities of the adversary."

He stated: "We effectively endured this war. Our enrichment knowledge, which they aimed to obliterate, remains in place. The facilities and equipment, if destroyed, will be restored; what is crucial is the resolve of the Iranian people and then the unity of the country that they sought to undermine, but did not succeed to break. The citizens of Tehran have grown stronger, more integrated, and more endorsing of the leadership and the country in the wake of this invasion."
